MRBA
The Merrimack River Beach Alliance is a role model multi-stakeholder group that demonstrates democracy in action. The MRBA was formed in 2007 by local and state elected officials together with citizen groups such as the Plum Island Foundation and PITA to address erosion and related issues affecting Plum Island (Newburyport & Newbury) and Salisbury.
The MRBA meets as frequently as needed to address current and future projects and priorities. Meetings are open to the public. By working as a coordinated body, we are able to leverage greater resources and responsiveness at the State and Federal levels.

Howard Marlowe
Howard Marlowe has over 36 years of experience as a coastal advocate for state and local governments on projects, studies and policies related to the nation’s water resources. He leads Warwick Group Consultants which specializes in the policies and procedures of the US Army Corps of Engineers as well as other Federal agencies who provide technical and financial assistance related to coastal resilience.
